Abstract

Paper 11 of the UED Reconstruction Programme reconstructs redshift as a relational spectral observable rather than as a mechanism in itself. For an identified source transition compared with a calibrated receiver reference, the observed redshift is defined operationally from the ratio of reference to observed frequency. The observed spectral displacement is decomposed into physically distinct source, kinematic, gravitational, dynamic-path, and receiver contributions. This source-field-observer ledger is designed to prevent one measured redshift from being assigned prematurely to a single ontology or mechanism. A central constraint inherited from Paper 3 is the stationary linear no-shift theorem: a static linear optical path may alter amplitude, phase, delay, polarization, direction, interference, or coherence, but cannot by itself shift a monochromatic temporal frequency. Static attenuation, static refractive delay, and static gravitational optical delay are therefore not redshift mechanisms unless an additional time-dependent, nonlinear, inelastic, source, receiver, or moving-boundary process is identified. Dynamic path redshift is represented through the time derivative of accumulated path phase. A path-redshift accumulation density is introduced as an observational diagnostic, but not as a new fundamental constant; any physical Still-Universe path model must derive it from independently measurable SVE or transfer variables. Gravitational spectral shift is inherited from the Paper-10 configuration/clock response to gravitational organization potential, while the low-speed kinematic term is recovered from successive source-event timing. Alignment Threshold Time (ATT) is retained as a threshold first-passage duration but is explicitly not a universal inverse-frequency variable. The earlier ATT-ratio redshift relation survives only when an independent frequency–ATT relation has been established for the specific process. Receiver spectral weighting, line-centroid bias, broadening, attenuation, arrival delay, and redshift are treated as distinct observables. The paper therefore provides an auditable multi-channel redshift framework while leaving the dominant origin of cosmological redshift empirically open.
