Abstract

The TA-14 Admissible Federation Architecture (AFA) defines the protocol-neutral governed seam by which authority context may cross independently governed domains without transferring execution authority. AFA separates portable authority context, federation-boundary presentation and receiving determination, termination, and mandatory receiving-domain local re-establishment. AFA v1.0-RC1 introduces a normative object model, state machine, numbered invariants, multi-domain composition rules, revocation and closure semantics, failure taxonomy, conformance requirements and machine-testable assertions. Its founding implementation profile, AFA-IP-001, maps the frozen TA-14 Authority Passport Protocol V1.0.2 to a bounded CNS/CP Connection Profile that terminates at the PassportAcceptanceReceipt boundary. This release candidate does not claim registry publication, external interoperability, recognition, or completed runtime/CI evidence.
