Abstract

The report concludes that Frisian vitality is broadly stable but uneven. Self-reported understanding, speaking, reading, and writing proficiency are 90%, 64%, 61%, and 19%, respectively. Frisian has strong solidarity value, especially among younger people, but relatively low perceived status. It remains widely used at home and in informal networks, particularly by older, rural, and Frisian-identifying speakers; proficiency and positive attitudes encourage use. The report recommends practice-oriented reading initiatives, stronger writing education, greater visibility in professional, academic, urban, and governmental settings, continued support for Frisian-speaking families, and inclusive policies that foster identification with Frisian among newcomers and second-language speakers. Also attached are the language surveys used to collect the data on which the findings reported in the report are based.
