Abstract

Urban resilience is often discussed through the reliability of physical infrastructure, redundancy, emergency planning and recovery. Yet infrastructure does not operate, maintain, coordinate or improve itself. Metropolitan continuity also depends on skills, leadership, institutions, professional competence, institutional memory, succession, social capital, community capacity and organizational learning. This paper develops Human Infrastructure as an integrative framework for treating those human and institutional capabilities as operational dependencies of metropolitan resilience. The term is not used to imply that people are physical assets or to commodify communities. Nor is human capital, social capital, institutional capacity or organizational learning presented as new. The contribution is a synthesis that connects these established fields to the lifecycle operation of metropolitan systems. The paper distinguishes four layers: competent people; durable institutions; knowledge and learning systems; and community/social capacity. It proposes a capability chain linking metropolitan need to education and training, authorized competence, operational experience, knowledge capture, succession and system improvement. External literature supports the importance of institutional and societal capacity, social capital, cross-boundary learning and organizational learning to resilience. The framework generates testable propositions: service continuity should deteriorate when critical capability is concentrated in individuals, when knowledge transfer fails across project-to-operator boundaries, or when community networks and institutional trust are weak. Current evidence is conceptual and evidence-informed rather than operationally validated. The paper therefore proposes measurement domains, readiness gates and a validation programme rather than a universal Human Infrastructure score.
