From Giga-Project to Metropolitan System: A Capability-Based Transition Model
Abstract
Large-scale urban development programmes are commonly governed through project-delivery structures optimized for scope, cost, schedule, procurement and construction. Yet a completed portfolio of assets does not automatically constitute a functioning metropolitan system. This paper develops a capability-based transition model for the shift from development organization to permanent metropolitan operation. The research question is: what institutional, operational and human capabilities must become durable before extraordinary project-delivery arrangements can recede? Drawing on the existing Madinat Al-Sallam and GCC Cities That Last body of work, and positioned against asset-management, benefits-realization, urban service-delivery and institutional-capacity literature, the paper proposes a staged transition from development organization to joint operating transition and then to permanent metropolitan operating model. Eight capability domains are emphasized: decision ownership, service integration, OPEX and lifecycle management, data stewardship, human capability, institutional memory, resilience, and feedback/learning. The model does not prescribe a single legal or governance structure; rather, it proposes readiness gates that can be applied across municipal, authority, utility, concession, development-company or hybrid arrangements. Analytical findings suggest that developer exit should be treated as an operating-model event rather than an administrative handover, that operator involvement must begin before construction completion, and that benefits realization depends on capability continuity after capital delivery. The framework remains conceptual and requires validation against independent cases, longitudinal transition data and practitioner review. Its primary contribution is a structured readiness logic for identifying when a programme is becoming a metropolitan system rather than merely completing projects.
