Abstract
The aim of this study is to develop a universal approach to short-term output forecasting at the regional level using the Central Federal District as an example, taking into account its industry specifics and monthly enterprise survey data conducted by the Bank of Russia. The results of the study yielded more accurate high-frequency and leading (1-3 months) estimates of output in the macroregion compared to a simple ARIMA model, as well as models that do not use enterprise survey data. Estimates obtained using the ARDL distributed lag model based on monthly data from 2018 to 2024 indicate a significant positive impact on output dynamics from enterprise production and demand expectations for three months, as well as changes in incoming financial flows. In terms of industry breakdown, the study was able to derive a specification equation for each of the macroregion's core industries based on the selection of significant indicators for output dynamics, as well as a matrix of inter-industry interactions. Moreover, the forecast accuracy, namely the standard deviation, for each industry did not exceed 0.1 over the studied time interval. The resulting estimated and forecasted output values, as the sum of the weighted industries, well approximate shock events in the economy: both the 2020 crisis and the intensification of sanctions in 2022. The practical significance of this study lies in the development of output forecasting at a regional level, taking into account enterprise estimates and leading data on financial flows. The presented approach can be applied to other macroregions where output dynamics differ significantly from Russia's GDP and disaggregating GRP based on it may be ineffective. Furthermore, the model presented in the study can be evaluated for each of Russia's regions, taking into account their industry structure.
