Abstract
Human capital has become a central factor in the development of the socio-economic system, but the mechanisms of its transformation into scientific and technological progress and the comparative effectiveness of this process in different countries require detailed analysis. Of particular relevance is the identification of the role of the education system and the duration of education as key determinants of the ability of countries to generate and implement innovations. The purpose of the article is to study the human capital as a determining factor of scientific and technological progress based on an analysis of countries with different levels of socio-economic development. The author of the article suggested that there is a direct relationship between the duration of training, as one of the factors of human capital formation, and indicators of scientific and technological progress (patents and innovations). The novelty of the work lies in a comprehensive comparison of the rating positions of the countries (Russia, Germany, Niger) according to the education level index, the innovation index and the number of patents for 2024, which makes it possible to clearly identify gaps and imbalances in the chain "education – human capital – scientific and technological progress". The paper details the functional role of each level of education in stimulating progress. The results of the study confirm the existence of a strong positive relationship between the duration of study and scientific and technical achievements. The findings have practical value for government authorities implementing educational, scientific and technical policies. For Russia, the results indicate the need to increase investments in human capital and practice-oriented education and the purposeful formation of an institutional environment for the commercialization of research and development. A promising area of further research is an in-depth study of institutional and cultural factors influencing the effectiveness of the transformation of educational potential into innovative results.
