ОСОБЕННОСТИ ФИНАНСИРОВАНИЯ ПРОЕКТОВ ПРЕДПРИЯТИЙ КОСМИЧЕСКОЙ ОТРАСЛИ В ТЕКУЩИХ УСЛОВИЯХ

Развитие космической отрасли положительно влияет на инновационное развитие наукоемких производств, обеспечивает национальную безопасность страны. Усиление конкуренции на космическом рынке и санкционное давление приводят к нехватке финансовых ресурсов, в то время как повышение финансирования космической отрасли является важным критерием для поддержания развития РКП в целом. В условиях изменения геополитической ситуации и введения санкций против российских предприятий повышается значение поиска дополнительных источников финансирования ракетно-космической отрасли, для поиска которых необходимо определить особенности и специфику проектов в ракетно-космической отрасли, что подтверждает актуальность выбранной темы исследования. Научная новизна настоящего исследования заключается в выявлении ключевых особенностей проектов ракетно-космической отрасли, оказывающих прямое воздействие на механизмы их финансирования. В статье осуществлена систематизация отраслевых характеристик – высокой доли НИОКР, длительных жизненных циклов, необходимости широкой кооперации и повышенных технологических рисков – и установлена их прямая связь с выбором финансовых моделей. На основе анализа данных профильных предприятий и предложенной классификации проектов продемонстрировано, как указанные особенности подчеркивают преобладание государственного финансирования в проектах космической отрасли. Результаты исследования позволяют обосновать необходимость применения гибридных механизмов финансирования, адаптированных к специфике отрасли, и могут быть использованы для разработки финансовых стратегий в условиях растущей коммерциализации космической деятельности. The development of the space industry has a positive impact on the innovative development of high-tech industries and ensures the national security of the country. Increased competition in the space market and sanctions pressure lead to a shortage of financial resources, while increased financing for the space industry is an important criterion for maintaining the development of the Russian space industry as a whole. In the context of the changing geopolitical situation and the imposition of sanctions against Russian enterprises, the importance of finding additional sources of financing for the rocket and space industry is increasing, for which it is necessary to identify the features and specifics of projects in the rocket and space industry, which confirms the relevance of the chosen research topic. The scientific novelty of this study is to identify the key features of rocket and space industry projects that have a direct impact on their financing mechanisms. The article systematizes industry characteristics – a high proportion of R&D, long life cycles, the need for broad cooperation and increased technological risks – and establishes their direct connection with the choice of financial models. Based on the analysis of data from relevant enterprises and the proposed classification of projects, it is demonstrated how these features emphasize the predominance of government financing in space industry projects. The results of the study make it possible to substantiate the need for hybrid financing mechanisms adapted to the specifics of the industry, and can be used to develop financial strategies in the context of the growing commercialization of space activities.
