Abstract
The article aims to bridge the methodological gap in the theory and practice of human capital management. The author proposes a conceptual approach to managing the development of human capital based on the principle of dialectical unity. The key thesis is that the development of human capital is a nonlinear, coevolutionary process of resolving contradictions between two interrelated processes: a purposeful change in the state of human capital (qualitative growth of competencies and quantitative optimization of the structure) and an increase in the quality (maturity) of the human capital management system. The scientific novelty of the research lies in the consideration of human capital and its management system not as an object and subject, but as dialectically interdependent elements of a single organizational system. It is proved that the qualitative growth of staff competencies inevitably comes into conflict with outdated management practices, requiring the transformation of the management system itself to create conditions for the realization of new potential, which, in turn, creates prerequisites for the transition of the human capital of the enterprise to a new qualitative level, forming a spiral of development. The practical value of the work is to provide opportunities for managers and HR managers of enterprises to develop balanced human capital management strategies involving the development and application of targeted human capital development tools aimed at achieving the technological and intellectual sovereignty of the country. Further research by the author is aimed at developing specific techniques and digital platforms for managing the development of human capital in high-tech machine-building enterprises, involving the selection and application of relevant management tools.
