Abstract

The article is aimed at developing a scientifically based conceptual model of management of the development of construction enterprises in conditions of permanent changes, which are characterized by constant transformations of the external environment, technological shifts, regulatory challenges and unpredictability of market conditions. The methodological basis was a systematic approach that combines theoretical analysis of scientific literature on enterprise development management and adaptive management, structural and functional analysis of construction enterprise management mechanisms, modeling of components of the conceptual model based on the synthesis of theoretical provisions and practical requirements of the industry. The main scientific result is the developed integrated conceptual model of management of the development of construction enterprises, which structurally includes five interrelated components: strategic development planning, diagnostics of the adaptive capacity of the enterprise, management of organizational and technological transformation, systematic development of competencies and dynamic monitoring of performance. The practical implementation of the model involves the sequential passage of four stages: analysis of permanence factors, formation of an adaptive strategy, transformational implementation and consolidation of dynamic capabilities. A specialized toolkit for diagnostics, strategic planning, implementation and control of development processes has been developed, adapted to the specific characteristics of the construction industry, in particular, the project-oriented nature of activities, territorial dispersion of objects and cyclicality of demand. Critical factors for the success of the model implementation and potential barriers have been identified, including the high capital intensity of the industry, dependence on external financing and the shortage of qualified personnel. The scientific novelty of the study lies in deepening the theoretical foundations of managing the development of construction enterprises through the creation of an integrative approach that synthesizes the principles of adaptive management with the industry-specific characteristics of construction. In particular, for the first time, a comprehensive system for diagnosing the adaptive capacity of construction enterprises has been proposed, taking into account five key dimensions (technological, organizational, financial, personnel, and strategic), which differs from existing approaches by the integration of specific industry indicators.
