Perceptions and Needs Regarding Lifelong Education for Persons with Disabilities: A Focus on Gongju City
Abstract
Purpose: This study aims to examine the meaning of lifelong education for persons with disabilities in Gongju City and to derive improvement needs and future directions for its operational system and programs. Method: Data were collected through focus group interviews (FGIs) with 19 learners with disabilities, 4 staff members from lifelong education institutions for persons with disabilities, and 4 experts in the field of lifelong education for persons with disabilities. The collected data were analyzed using the constant comparative method. Results: Participation in lifelong education provided positive experiences through social interaction, achievement, and satisfaction. However, structural constraints were identified, including limited program diversity, shortages of personnel and resources, and difficulties related to transportation. Participants expressed key demands for disability type–specific customized programs, expansion of budgets and professional staff, an integrated operational system, stronger linkages to employment, and increased opportunities for community participation. Lifelong education for persons with disabilities was identified as a core means of enhancing self-determination and social integration beyond simple leisure activities, highlighting the need for systematic support from local governments and program operation reflecting regional characteristics. Conclusion: This study is significant in that it provides foundational data for the development of policies and practical strategies for lifelong education for persons with disabilities at the local government level.
