Abstract

The COVID-19 pandemic created severe economic disruptions worldwide, and in India it had a disproportionately large impact on Micro, Small, and Medium Enterprises (MSMEs), which form a core part of the industrial and employment base.In Karnataka-a state with a large MSME ecosystem spanning manufacturing, services, and tradepandemic-related lockdowns, labour shortages, and supply chain disruptions caused significant output loss, job dislocation, and financial stress. This paper provides an economic analysis of the pandemic's impact on MSMEs in Karnataka, examines the effectiveness of government support measures, and highlights structural vulnerabilities that persist in the post-pandemic period. The study uses secondary data from government sources, industry reports, news archives, and academic literature to assess production losses, employment impacts, financial distress, policy responses, and recovery trajectories. The findings indicate that while government support provided crucial temporary relief, issues related to credit access, informality, and digital readiness continue to constrain long-term resilience. The paper concludes with targeted policy recommendations to strengthen Karnataka's MSME sector for sustainable and inclusive growth.
