Abstract
The study aimed to address a problem related to the nature of the outcomes produced by the tax farming system (Iltizām), which the Ottomans introduced immediately after they succeeded in extending their control and influence over the lands of the Nile Valley. This necessitates an in-depth examination of the revenues generated through the implementation of this fiscal system, by highlighting the significance of the Egyptian remittance treasury for the imperial center of power, both economically and politically. To achieve the objectives of the study, the researcher adopted the historical method, drawing on a wide range of historical sources that documented the transformations of the sixteenth century in all their manifestations. Relevant quotations and historical evidence were then carefully selected to address the research problem and achieve its intended objectives. The study concluded that the tax farming system in Ottoman Egypt, notwithstanding its negative repercussions—which cannot be overlooked and require separate, dedicated research—successfully ensured a steady flow of fiscal revenues, whether collected in kind or in cash, and their regular transfer from Cairo to Constantinople. As a result, administrative relations between the two centers were consolidated, securing Ottoman control over Egypt on the one hand, and over the neighboring provinces on the other, given Egypt’s regional significance. Moreover, the tax farming system constituted the principal mechanism for linking the Eyalet of Egypt to the Sublime Porte, enabling the latter to reap substantial economic, political, and strategic gains across the Arab region as a whole.
