A Comprehensive Program Management Methodology to Archive Healthcare Data in Hybrid Cloud Computing Environment Aligned with HIPAA and NIST CSF

Aim: This study aims to develop a structured program management framework for implementing hybrid cloud archiving solutions that balance scalability, cost efficiency, data security, and regulatory compliance. The research specifically focuses on embedding compliance with the Health Insurance Portability and Accountability Act (HIPAA) and alignment with the National Institute of Standards and Technology Cybersecurity Framework (NIST CSF) within hybrid cloud adoption strategies. Methods: The research applies a program management methodology grounded in the Program Management Guide, 5th edition, published by the Project Management Institute. The study integrates established program management principles and performance domains into a structured implementation model. Regulatory and cybersecurity requirements under Health Insurance Portability and Accountability Act and the NIST Cybersecurity Framework are embedded systematically across each phase of the hybrid cloud solution lifecycle to ensure compliance and risk mitigation. Results: The analysis demonstrates that traditional on-premises infrastructure lacks scalability and generates higher operational costs, while exclusive reliance on public cloud environments introduces heightened risks related to patient privacy, data protection, and regulatory compliance. A hybrid cloud architecture provides a balanced alternative by maintaining sensitive patient data within a private cloud while leveraging public cloud resources for scalability and cost optimization. The proposed program management framework enables structured governance, compliance integration, and risk control throughout implementation. Conclusion: Embedding HIPAA compliance and NIST CSF alignment into program governance strengthens data protection, enhances cybersecurity resilience, and ensures regulatory adherence. Recommendation: Healthcare IT leaders and program managers should adopt structured program management methodologies when implementing hybrid cloud archiving systems to ensure regulatory compliance and cybersecurity alignment from inception through deployment.
