Abstract

The current paper has examined the key challenges that have been impeding effective application of Green Human Resource Management (GHRM) in Pakistani education sector particularly the state universities. Although, the GHRM practices (green recruitment, digital HR systems, employee training, and sustainability-based performance management) are universally recognized in the improvement of the environmentally responsible and efficient working, they are not actively used in Pakistan. The findings show that manual HR practices where records are maintained manually and paper-based means where records exist in paper forms still exist especially in the state universities due to structural, cultural and financial limitations. Among the key failure points, one has found the leadership of the top management, investment of funds, and resistance to change among the staff, lack of awareness in environmental practices, inadequate support in policies and regulations, and the presence of outdated technological infrastructure. The barriers to improvement are also lack of training, the absence of HRIS, ineffective monitoring systems, among other barriers. This research paper suggests there is need to align the policies, transform digitally, build capacity, and improve institutional coordination to entrench the practice of sustainable HR. The research gives some useful suggestions to policy-makers and administrators working in the education sector to improve the implementation of GHRM, and to make the higher education sector of Pakistan to connect to the world standards of sustainability.
