Abstract

This article examines the role of the Parliament of the Republic of Moldova - as the supreme representative authority - in advancing quality of life through its legislative, oversight, and representative functions. It argues for a coherent, evidence-based legislative agenda anchored in measurable outcomes that translate strategic objectives into tangible improvements for citizens. In line with Article 1(3) of the Constitution, human dignity is treated as the normative benchmark, operationalized through access to quality public services, effective rights protection, and opportunities for individual capability development. The analysis synthesizes consolidated European paradigms - regulatory impact assessment (RIA), systematic parliamentary oversight, transparency by default, and digital public participation - and proposes a context-sensitive adaptation for Moldova, emphasizing institutional interoperability and open-data use across the policy cycle. From the perspective of European integration, the article outlines governance mechanisms with clear targets, timelines, and accountability assignments to strengthen the social contract and accelerate convergence with EU standards. The contribution is both conceptual and policy-oriented: it frames quality of life as a constitutional obligation of Parliament and advances a modernization agenda focused on publicly verifiable, sustainable results.
