The impact of budgetary expenditures on local financial autonomy in the context of european and national legal frameworks
Abstract
The present study aims to analyze the impact of the budgetary expenditure system on the degree of financial autonomy of local communities and provides theoretical and practical premises for strengthening fiscal decentralization and for formulating policy proposals that ensure a balance between responsibilities and resources at the local level. The structure and volume of budgetary expenditures constitute an essential indicator of the actual degree of financial autonomy, a fundamental principle of administrative decentralization. The distribution of expenditures across fields such as general public services, education, infrastructure, sports, and youth activities reflects not only the decisionmaking capacity of local communities but also their level of dependence on intergovernmental transfers. The analysis of the particularities of budgetary expenditures from the perspective of the European Charter of Local Self-Government and national legal frameworks highlights both the degree of flexibility in the allocation of resources and the constraints generated by the unequal distribution of public finances from the central to the local level.
