Cash payments: impact, trends and challenges for the Republic of Moldova
Abstract
Currently, the freedom to choose the form of payment represents an essential component of the modern economy, providing businesses, institutions, and citizens with the opportunity to opt for cash or cashless payments, depending on their individual needs and preferences. However, the dynamics of economic relations and the risks associated with transactions sometimes require normative intervention aimed at regulating the methods of payment. Such measures seek not only to ensure the transparency and traceability of financial flows but also to prevent tax evasion, money laundering, and corruption. Consequently, the legislative framework expressly defines the permissible forms of payment, setting out specific limits, obligations, and exceptions that contribute to strengthening a stable, competitive, and secure economic environment, in accordance with the principles of a market economy and good governance.
