Abstract

Indonesia's decision to postpone the implementation of the B50 biodiesel mandate in 2026, while maintaining the B40 blend, has sparked debate over whether it represents a setback to the country's progressive mandatory biodiesel program or a prudent policy decision. This qualitative literature review critically examines the complexities and challenges of B50 implementation through a multidimensional analysis encompassing technical, economic, environmental, governance, and social dimensions. Drawing on recent peer-reviewed literature (2020-2026), policy documents, and official government statements, this study employs thematic analysis to synthesize evidence on Indonesia's biodiesel policy trajectory. Findings reveal that the postponement is justified by legitimate concerns, including incomplete automotive compatibility testing, infrastructure gaps, fiscal sustainability constraints, and complex environmental trade-offs. The analysis demonstrates that Indonesia's decision reflects adaptive management principles and evidence-based policymaking rather than policy retreat. As the world leader in biodiesel blending mandates at B40, Indonesia's cautious approach to further escalation exemplifies responsible governance that prioritizes sustainable long-term implementation over symbolic short-term targets. The study concludes that the postponement represents a strategically sound decision that maintains program momentum while addressing critical readiness gaps, offering valuable lessons for other developing countries pursuing ambitious biofuel mandates within energy transition frameworks.
