Abstract

The article examines the concept of environmental diplomacy, focusing on key areas of its implementation in Norway, which cover scientific research, institutional and regulatory aspects. It is emphasized that Norway, as one of the leading Arctic countries, pursues a consistent policy of integrating the principles of sustainable development into its foreign and environmental strategy, which it implements through the mechanisms of environmental diplomacy. Particular attention is paid to the role of the state in shaping the international environmental agenda in the context of growing climate threats and increasing anthropogenic pressure on polar ecosystems. The regulatory framework of Norway at both the national and international levels is analyzed, in particular the environmental legislation system and the country’s participation in key international climate and environmental agreements. It is shown that, thanks to the synthesis of national environmental legislation with the fulfilment of international obligations, the state is one of the leaders in creating an effective regulatory framework for sustainable management of the Arctic. The importance of scientific research and international scientific cooperation as a component of Norway’s environmental diplomacy is emphasized separately. It is noted that in order to mitigate the effects of climate change, especially in polar regions, it is extremely important to achieve a coordinated international contribution to reducing global greenhouse gas emissions and meeting the temperature targets set by the Paris Agreement. It is concluded that Norway’s environmental diplomacy is an effective tool for combining national interests, international responsibility, and the principles of sustainable development in the Arctic region. The results obtained can be used in further scientific research, as well as in the formulation of practical recommendations for the development of environmental policy and international cooperation in the field of sustainable development.
