Abstract

The Department of War (DOW) faces a persistent crisis in Soldier well-being, particularly concerning Post-Traumatic Stress Disorder (PTSD) and suicide. Current mental health protocols often inadvertently create testimonial wounds by extracting traumatic experiences from Soldiers without providing reciprocal value, purpose, or closure. This white paper proposes the Testimonial Completion Protocol (TCP), a novel framework that transforms the treatment of combat trauma by reframing testimony as a strategic asset to be honored, preserved, and transformed. Using secure, local Artificial Intelligence (AI), the TCP guides Soldiers in converting their lived operational experience into tangible, valuable artifacts—including books, patents, training protocols, and peer-reviewed research. Built upon the Witnessed Epistemic Restoration Doctrine (WERD), the TCP ensures that Soldiers retain full ownership and authority over their intellectual property, receive ongoing credit and reciprocity for their contributions, and achieve testimonial completion—a state of psychological closure that traditional therapy often fails to provide. The TCP offers a dual benefit to the DOW: it provides a powerful new tool for suicide prevention and Soldier well-being while simultaneously creating a direct pipeline for channeling hard-won battlefield wisdom into the defense innovation ecosystem. This is not therapy; it is testimonial restoration as a strategic imperative.
