FLASH USDT Compliance as Code: Deterministic Regulatory Mapping for Stablecoin Execution Systems
Abstract
Regulatory compliance in stablecoin systems is commonly addressed through off-chain policy enforcement, jurisdiction-specific controls, or post-hoc audit procedures. This paper proposes a structural alternative: compliance as a deterministic system layer embedded directly into transaction lifecycle execution. Using FLASH USDT as a reference architecture, we define a compliance mapping framework that aligns with MiCA-era requirements while remaining jurisdiction ?agnostic, audit-ready, and validator-neutral. The model avoids legal overfitting by focusing on invariant compliance primitives—identity attestation, transactional eligibility, temporal validity, and traceability—that can be mapped to multiple regulatory regimes without altering consensus logic or asset fungibility.
