Abstract

Aadhaar enrolment and update services are accessed continuously across an individual’s life cycle, yet the demand for these services varies widely across Indian states and Union Territories. Relying on absolute enrolment or update counts often masks these differences due to population size, limiting their usefulness for administrative planning. This project presents a normalised, data-driven analytical framework to understand state-level variations in Aadhaar enrolment, demographic updates, and biometric updates. Using anonymised UIDAI datasets combined with publicly available Census-based indicators such as population structure, literacy, migration, and economic context, a unified state-level dataset was developed. All Aadhaar update metrics were normalised per million population to ensure fair comparability across states. Age structure was incorporated using the share of population aged 18 and above to align analysis with life-stage-dependent Aadhaar update requirements. Exploratory analysis was conducted to assess how migration intensity, literacy, economic development, and age composition relate to Aadhaar update behaviour. The analysis identifies migration intensity as the most consistent and strongest driver of demographic Aadhaar updates, while age structure plays a contributory but non-deterministic role. Literacy and economic indicators support engagement but do not independently explain update intensity. Biometric and demographic updates exhibit distinct patterns, indicating different administrative and lifecycle triggers. States further group into distinct Aadhaar interaction typologies, highlighting the need for differentiated, state-specific administrative strategies. The project proposes a policy-ready solution framework for UIDAI, including migration-responsive capacity planning, typology-based administrative interventions, and the integration of normalised indicators into planning dashboards to enable anticipatory governance.
