Abstract

The Markets in Crypto-Assets Regulation (MiCA) represents one of the most comprehensive regulatory frameworks for stablecoins globally, imposing stringent requirements on governance, reserve management, supervision, transparency, and operational resilience—particularly for asset-referenced tokens (ARTs) and e-money tokens (EMTs issued by credit institutions). While MiCA provides legal clarity, it does not prescribe a concrete technical enforcement layer capable of ensuring continuous, machine-verifiable compliance across issuance, circulation, redemption, and supervision. This paper introduces the Crystal Validator™, a system-level compliance and governance validation framework designed to operate as a neutral, cryptographically verifiable control layer between EU banks, stablecoin issuers, supervisors, and market participants. Using EU banking-issued stablecoins as the primary case study, the paper demonstrates how the Crystal Validator™ operationalizes MiCA as an auditable, real-time, enforceable system—reducing regulatory risk, supervisory burden, and systemic fragility while increasing institutional trust and market stability. This work is intended to support MiCA’s supervisory objectives by proposing technical infrastructure that strengthens continuous compliance, auditability, and enforcement without reducing regulatory authority.
