Behavior Is Not Agency: Why Acting Human Is Not the Same as Being Responsible
Abstract
Much of today’s AI debate fixates on intelligence, consciousness, or personhood. This essay argues that those debates miss the central failure already unfolding. We are not facing a future of artificial agents. We are normalizing systems that act everywhere while answering nowhere. When behavior scales beyond exposure, responsibility does not disappear — it migrates. And when no one can stand behind outcomes, agency does not evolve. It erodes.AAA-02 draws a sharp structural distinction that contemporary discourse increasingly blurs:Acting human is not the same as being responsible. This essay establishes the conceptual boundary on which the rest of the Agency in the Age of Algorithms series depends.
