Co-governance framework for slaughterhouse regulation in low-resource settings
Abstract
The framework distributes regulatory functions across three actor categories: public authorities (standard-setting, enforcement), private actors (self-monitoring, supply chain accountability), and community stakeholders (surveillance, legitimacy). Arrows indicate information flows and accountability relationships. The graduated standards pathway (bottom) shows progressive improvement from basic compliance to full One Health integration. Developed by the author based on comparative regulatory analysis and industry compliance experience.
