Strategic Framework for Russian Revitalization: A Decadal Plan Integrating Demographic Engineering, Resource Monetization, and Open-Market Reforms
Abstract
This strategic paper addresses the century-long structural dilemmas of the Russian Federation—specifically the "low population density vs. dormant resource wealth" paradox. Drawing parallels from the historical success of the Qin Dynasty’s reforms, the U.S. immigration waves, and China’s "Reform and Opening-up," the author proposes a panoramic five-pillar strategy. The framework introduces a transformative "People-Money-Resource" positive feedback loop, advocating for the exchange of land and resources for population influx and capital infusion. Key components include the "Attracting People and Financing" strategy (attracting global labor with land-housing incentives) and the "Resource-Market Synergy" with Eastern and African economies. This document provides a macro-engineering blueprint to convert Russia's 17.09 million square kilometers of land from "dead assets" into an active engine for global economic stability and regional unification.
