Abstract

As of early 2026, the AI industry faces a profound governance crisis. Trillions in investment are stalled in 'pilot purgatory' due to a lack of verifiable accountability and interoperabilityRails is a protocol-layer architecture for AI governance—analogous to TCP/IP for network communication. It establishes six core governance primitives (Provenance, Custody, Verification, Ledger, Redistribution, and Emergency) that enable organizations to swap AI providers without rebuilding governance infrastructure.Included in this Alpha Specification:The Five-Layer Architectural Stack (L0–L4).The Six Core Rail Primitives. The Interoperability Framework for 'Outcome Equivalence.'Commercial Notice: This document provides the theoretical framework. All technical specifications, API surfaces, operational schemas (SAM, PB, AP), and mathematical constants are redacted and available only under commercial license.Contact for Full Technical Manuscript: UncleBroFields@proton.me
