Abstract

This document provides a non-canonical technical and governance snapshot of the research-stage Sal-Meter kernel program and its future broader-opening pathway under the Consciousness Civilization Framework (CCF) and CAIS standards. It is a public structural snapshot rewritten to align with the current execution order, revised staffing plan, and the rule that broader external expansion begins only after the internal locks hold. Current execution order: External Layer-0 → SICS Internal Phase 0 (G-only) → Phase 1 (I-only) → Phase 2a (Twin Mini-Cell) → Phase 2b (G+I human pilot) → LOCK 1 / LOCK 2 review → SDK release and broader opening. This document does not announce that a broad external competition is already open. It does not grant certification, redefine Sal-Meter, or authorize diagnostic, therapeutic, anesthesia, psychiatric, or commercial-readiness claims. Until independent validation is complete, experimental builds should be described as experimental CAIS-based prototypes, research-stage measurement systems, or kernel-program modules rather than certified or validated Sal-Meters. The current public leadership frame is: ESL (Electrochemical Systems Lead) EStL (Evidence & Standardization Lead) This snapshot explains what is being locked now, what is deferred to the future broader opening, and how the kernel program connects technical gate logic, governance discipline, and later non-exclusive expansion. Canonical authority remains fixed only in DOI-registered Zenodo and OSF records. If helper materials and canonical records ever diverge, the canonical DOI layer controls.
