PI Quick Decision Pack v1.1

This document is a non-canonical PI-facing decision brief for principal investigators and technical lab leads considering whether to engage with the current Sal-Meter kernel program now, prepare for a later module, or wait until the broader opening pathway is formally activated. It is a public decision brief / external alignment note, not a canonical definition, compliance document, certification record, research article, or empirical preprint. Current public status:This brief does not state that a broad external competition is already open.The current execution order is:External Layer-0 → SICS Internal Phase 0 (G-only) → Phase 1 (I-only) → Phase 2a (Twin Mini-Cell) → Phase 2b (G+I human pilot) → LOCK 1 / LOCK 2 review → SDK release and broader opening. All current work remains research-stage, non-diagnostic, and non-therapeutic. This brief is designed to help a lab make a rapid go / no-go judgment about whether it can contribute one scoped layer without narrative inflation. It summarizes: - the real current program state,- realistic PI entry modes now and later,- the updated two-lead public architecture,- the main risks a PI should accept before saying yes,- and the minimum action a lab can take now.
