Abstract

AbstractCivic literacy is increasingly critical in Africa amid rising civil unrest, conflicts, and political instability. Many of these challenges are associated with weak social contracts, corruption, inequality, and limited public understanding of governance systems. Civic literacy can enhance citizens’ knowledge of government structures, democratic processes, and the rule of law, while fostering peaceful participation, accountability, tolerance, and shared national values. Public and community libraries are strategically positioned to advance civic literacy. They are inclusive and accessible institutions embedded within local communities, providing equitable access to information resources, digital literacy training, and spaces for learning and social interaction. As trusted community institutions, libraries can play a pivotal role in fostering informed, engaged, and cohesive societies across the African continent. This toolkit offers practical and context-sensitive guidelines for African public and community libraries seeking to integrate civic literacy into their information services and community programmes. It aims to strengthen the civic role of libraries as trusted spaces for learning, participation, and dialogue. The toolkit supports libraries in embedding civic literacy within their services and outreach activities and in empowering users to understand their rights, responsibilities, and roles as citizens. It is designed to be adaptable across diverse national and local contexts in Africa.
