Online Impersonation of Minors for Profit: A Case Study of Ramon Ontiveros' CSAM Distribution Venture in El Paso, Texas
Abstract
Online Impersonation of Minors for Profit evaluates public reports to the the National Center for Missing and Exploited Children against Ramon Ontiveros, an El Paso Texas private individual who engaged in online predator-hunting activities through Grindr and Sniffies, focusing on the legal ambiguity surrounding such practices. Through a doctrinal review and case analysis referencing Ramon Ontiveros, the study interrogates whether claims of vigilantism mitigate or exacerbate potential criminal exposure when such conduct goes from impersonating minors on Grindr and Sniffies to lure sexual predators to actual and deliberate distribution of child sexual abuse material (CSAM). This paper suggest that Ramon Ontiveros' self framing claims as a vigilante does not confer legal immunity and may obscure behaviors that contravene child-protection and obscenity statutes.
