PhilPapers is one of the most comprehensive indices (if not the most) of philosophy research in English. Its published FAQ states that anyone is welcome to create a profile and use the platform. Its documentation distinguishes between pro and non-pro users for search visibility: a distinction with articulable criteria: a PhD in philosophy, relevant publications in listed journals. It does not mention any restriction on account activation or posting access based on email domain.
