Instrument of Digital Literacy Test for Teachers
Abstract
The Digital Literacy Test for Teachers is a structured multiple-choice instrument designed to measure teachers’ competencies in integrating digital technologies into educational practices across nine key dimensions: handling and using computers, basic computer applications, multimedia and presentation, information and communication technology, learning planning, ICT-enriched environmental design, innovation and communication, ethics and law, and AI readiness. The instrument consists of 30 items that assess both foundational technical skills (e.g., operating devices and using common software) and higher-order pedagogical competencies, such as selecting appropriate digital tools for learning, designing technology-supported instruction, and applying ethical principles in digital environments. In addition, the instrument incorporates emerging competencies related to artificial intelligence, emphasizing critical and responsible use of AI in lesson planning, material development, and evaluation. The results of the test indicate that teachers generally possess moderate levels of digital literacy, with stronger performance in basic operational skills and lower performance in areas related to pedagogical integration, innovation, and AI utilization. Variations in scores across educational levels suggest that contextual factors such as access to infrastructure and professional development opportunities influence teachers’ digital competence. Overall, this instrument provides a comprehensive framework for diagnosing teachers’ digital literacy and identifying areas for targeted capacity building.
