Abstract

This study systematically reviewed evidence on cross-border Ebola virus disease (EVD) preparedness in Uganda and the Democratic Republic of the Congo (DRC). Using a SWiM-guided synthesis approach, the review examined health security capacities, preparedness interventions, operational gaps, and strategic priorities across key domains including border surveillance, contact tracing, laboratory readiness, infection prevention and control, risk communication, refugee and humanitarian settings, governance, and sustainability. Evidence from peer-reviewed studies and grey-literature sources was synthesized to identify strengths and persistent vulnerabilities in cross-border preparedness systems and to inform future outbreak preparedness, response planning, and regional health security coordination in Ebola-prone settings
