Abstract

As enterprises’ readiness to employ persons with disabilities (PWDs) increasingly shapes societal resilience, inclusivity emerges as a core pillar of social security, linking economic participation to institutional safeguards for systemic stability. This study assesses hiring preparedness among firms in Ülemiste City (Tallinn’s leading innovation hub, akin to Estonia’s Silicon Valley and home to hundreds of high-tech companies) while proposing strategies for greater inclusive integration. The electronic survey covered 95 enterprises in Ülemiste City (a 32% response rate). Findings reveal modest current inclusion, with just 17% of respondents (16 firms) employing PWDs at an average of 2.1 per firm. Yet potential shines through: 39% expressed eagerness to hire more, prioritizing candidates’ motivation, work ethic, and skills. State incentives, especially tax relief (49%) and social security supports like wage subsidies and retention programs (42%), emerged as key motivators for sustainable employment. Inclusivity garnered strong endorsement, with most respondents recognizing diverse teams’ value in driving innovation and cohesion. Persistent barriers include job-specific challenges, such as workspace adaptations and training needs, cited by a majority. Larger firms displayed notably greater openness than smaller ones. Recommendations emphasize targeted subsidies for accessibility upgrades, mandatory training (widely supported), and skill-matching platforms for tech roles. These measures could transform Ülemiste City into an inclusive ecosystem, markedly boosting disability employment in the near term. Ultimately, the study positions disability-inclusive hiring as a strategic enhancer of social security, elevating vulnerable groups from marginalization to vital contributors in resilient socio-economic frameworks.
