Readiness Level for Net Zero Implementation at Ho Chi Minh City High-Tech Park

The paper presents the results of the assessment of the readiness level towards the Net Zero target at Saigon Hi- Tech Park (SHTP) in the context of dual transformation (digital and green). Based on quantitative survey and qualitative analysis, the study affirms that SHTP has established a foundation according to international standards and has the potential to become a pioneering high-tech park to achieve Net Zero. However, the study also clearly identifies significant gaps in synchronous strategy, specialized policies and practical implementation capacity. On that basis, the paper proposes practical strategic and policy solutions to promote the realization of the Net Zero High-Tech Park model, contributing to improving the competitiveness and sustainability of SHTP and other high- tech industrial parks.
