Post-Quantum Banking Resilience: DORA-Grade Auditable Algorithms
Abstract
Abstract: Banking resilience in a post-quantum horizon requires more than replacing cryptographic primitives; it demands auditable algorithms that preserve operational continuity, evidence integrity, and accountable decision making across complex third‑party dependencies. This manuscript develops a DORA‑grade approach to post‑quantum banking resilience by treating security and operational resilience as composable properties of protocols, migration pathways, analytics pipelines, and governance controls. The core argument is that discontinuous adversary capability and fast-evolving standards create structural uncertainty, while operational constraints—legacy core banking, interbank rails, and vendor-managed platforms—limit disruptive upgrades; therefore, resilience must be engineered as a verified transition with rollback guarantees and reproducible evidence. The book integrates uncertainty‑aware research design for long-horizon confidentiality and systemic dependencies, statistical modeling for explanation and causal inference on incident and availability outcomes, trustworthy machine learning for predictive assurance with contestability, and scalable engineering for reproducibility and lifecycle management of cryptographic and analytic configurations. Research outputs are specified as reusable artifacts: assurance-case templates, evidence packets, deployment and rollback algorithms, monitoring protocols, and governance charters that support cross‑regional applicability in South Asia, Europe, Africa, and the Americas without inventing datasets, institutions, or citations. Keywords post-quantum cryptography, banking resilience, operational resilience, auditability, assurance case, evidence packet, cryptographic agility, safe migration, rollback guarantees, causal inference, trustworthy machine learning, incident analytics, third-party risk, governance artifacts, reproducibility, MLOps, telemetry integrity, payment systems, systemic risk
