Quantum-Safe Cyber Governance: Standards, Compliance, and Systemic Resilience
Abstract
Abstract: Quantum-safe cyber governance addresses a near-horizon discontinuity: security and compliance regimes must remain credible when cryptographic assumptions, supply chains, and adversary capabilities evolve in non-linear ways. This manuscript develops a publisher-ready governance framework for quantum transition that is standards-aware, audit-oriented, and grounded in systemic resilience rather than in isolated control checklists. The central argument is that quantum safety is an institutional property produced by composable standards, verifiable evidence, and migration algorithms that preserve continuity while limiting downgrade and concentration risks. The book integrates uncertainty-aware research design for long-horizon confidentiality and shared infrastructure, statistical modeling for explanation and causal inference on incident and control effectiveness, trustworthy machine learning for predictive assurance with contestability, and scalable data engineering for reproducible evidence and lifecycle management akin to MLOps. Research outputs are specified as reusable governance artifacts—assurance case templates, evidence packets, risk registers, deployment gates with rollback guarantees, monitoring protocols, and policy mechanism scorecards—designed for adoption across South Asia, Europe, Africa, and the Americas without inventing datasets, institutions, or citations. Across sectors, the manuscript shows how to translate standards into decision rights, measurable obligations, and learning loops that sustain public trust. Keywords quantum-safe governance, post-quantum transition, cyber standards, compliance engineering, systemic resilience, assurance case, auditability, evidence packets, cryptographic agility, safe migration, causal inference, trustworthy machine learning, risk registers, third-party concentration, reproducibility, MLOps, accountability, critical infrastructure, public trust
