Algorithmic Governance and Public Value: Data-Driven Policy, Transparency, and Responsible Institutions
Abstract
Abstract: This manuscript develops an integrated framework for understanding how data-driven systems can enhance public value without weakening democratic legitimacy, administrative due process, or institutional trust. It treats algorithmic governance not as a narrow technical innovation but as a socio-technical arrangement in which policy design, data architecture, statistical reasoning, machine learning, organizational capacity, and oversight institutions must be jointly aligned. Across five chapters, the book examines the movement from problem formulation and uncertainty analysis to explanatory modeling, causal inference, predictive analytics, scalable data engineering, and sector-specific policy applications. The core argument is that responsible public-sector analytics require explicit assumptions, context-aware evaluation logic, reproducible workflows, and governance artifacts that make systems contestable, intelligible, and auditable. Rather than presenting automation as inherently efficient, the manuscript shows that institutional quality depends on how evidence is generated, how decisions are operationalized, how harms are anticipated, and how public agencies remain accountable across diverse legal, fiscal, and infrastructural settings. The resulting contribution is a publisher-ready synthesis for researchers, practitioners, and policymakers seeking robust models, evaluation protocols, implementation roadmaps, and regulatory principles for governing algorithmic systems in South Asia, Europe, Africa, and the Americas. Keywords algorithmic governance, public value, data-driven policy, institutional transparency, responsible AI, causal inference, machine learning, policy analytics, reproducibility, MLOps, public administration, fairness, accountability, explainability, digital state capacity, comparative governance
