AEE NA REDE MUNICIPAL: A IMPLEMENTAÇÃO DO ATENDIMENTO EDUCACIONAL ESPECIALIZADO NOS MUNICÍPIOS CATARINENSES: ESTRATÉGIAS, DESAFIOS E IMPACTOS

Specialized Educational Support (AEE) is a modality established in Brazilian public policies aimed at inclusive education, focusing on the target audience of special education. In the municipalities of Santa Catarina, its implementation occurs in a decentralized manner, resulting in significant variations in the structure, management, and provision of the service. The central problem of this research was to understand how municipalities in Santa Catarina organize and manage AEE, considering the strategies adopted, the challenges faced, and the impacts observed in educational practice. The objective was to analyze municipal management models of AEE, identify innovative practices, and examine the articulation between state and municipal networks.The relevance of the study lies in the need to understand local mechanisms for implementing inclusive education, especially in contexts of administrative autonomy and territorial diversity. The methodology adopted was qualitative in nature, with bibliographic, documentary, and observational approaches. Official documents, legislation, institutional reports, and records of pedagogical practices observed in municipal schools from different regions of the state were analyzed. The results indicated that the provision of AEE in Santa Catarina’s municipalities presents heterogeneity in terms of infrastructure, professional training, funding, and integration with regular education. Innovative experiences were identified in some municipalities, with emphasis on intersectoral actions and the use of assistive technologies. However, challenges persist regarding the standardization of guidelines, network articulation, and financial sustainability of the service. It was concluded that strengthening AEE in the municipal network depends on the construction of articulated local policies, the enhancement of teacher training, and the expansion of technical and human resources, aiming at the realization of inclusive education at the municipal level.
