Method for Assessing the Effectiveness of Regional Management
Abstract
A unique aspect of the proposed approach is its capacity to establish weighting coefficients for evaluation indicators systematically, eliminating the need for expert involvement. The methodology encompasses four main calculation stages: gathering initial data, creating a structural matrix of achievements, evaluating the complexity of indicators and achievement structures, and measuring performance. The method's uniqueness is further highlighted by its capability to discern the relative complexity involved in addressing tasks and reaching socio-economic development objectives. This insight is derived from a comparative analysis of the formal weights assigned to assessment indicators. As such, this approach allows for a more objective assessment of performance outcomes across various regions
