Modernization of the Service-Oriented State in Ukraine: Innovative Models of Proactive Public Services in the Context of Digital Transformation

This paper explores the modernization of the service-oriented state in Ukraine through the development of innovative models of proactive public services in the context of digital transformation.It analyzes the shift from reactive to citizen-centered service delivery enabled by digital platforms, integrated state registers, and data-driven governance.Special attention is given to proactive services, institutional change, and governance resilience under crisis conditions.
