Abstract

The project entitled “Conservation and Development Area of Medicinal Plants in Tam Duong, Phu Tho Province” was developed based on legal, scientific, and practical foundations in line with national policies on sustainable agricultural development, forest resource conservation, and the promotion of the medicinal plant sector in Viet Nam. The project is implemented in Tam Duong Commune, Phu Tho Province, on an area of approximately 43,800 m² of national forest land, following an integrated model that combines the conservation of protection and special-use forests with the cultivation and development of high-value medicinal plants under forest canopy conditions. The study applied document synthesis methods, analysis of natural and socio-economic conditions, and financial as well as socio-economic impact assessments. The results indicate that the study area possesses favorable climatic and soil conditions for medicinal plant development. With a total investment capital of VND 38 billion, the project achieves a net present value (NPV) of VND 33.49 billion, an internal rate of return (IRR) of 32.33%, and a relatively short payback period, demonstrating high feasibility and strong economic efficiency. In addition to financial benefits, the project is expected to create stable employment for approximately 80 local workers, improve household incomes, and promote rural economic restructuring towards an ecological and medicinalbased economy. Furthermore, the project contributes to forest conservation, biodiversity protection, and the establishment of a sustainable model integrating medicinal plant development with eco-tourism. The findings confirm that the “conservation – medicinal plants – eco-tourism” model is scientifically sound, practically viable, and conducive to sustainable socio-economic development at the local level.
