GOVERNMENT POLICY AND THE OSUN FESTIVAL: IMPACT ON CULTURAL PRESERVATION AND TOURISM
Abstract
Cultural heritage festivals have become increasingly central to contemporary public policy and development strategies as governments seek to reconcile cultural preservation with tourism-led economic growth (UNESCO, 2021; Richards, 2020). This study examines how government policy has shaped the preservation, management, and tourism outcomes of the Osun–Osogbo Festival and the Osun Sacred Grove in Osun State, Nigeria. Using a mixed-methods case study approach, the research draws on policy documents, UNESCO heritage reports, tourism statistics, and qualitative evidence from custodians and key stakeholders to analyze the implications of federal and state interventions for cultural sustainability, community participation, and local livelihoods. Findings indicate that government policies—particularly heritage legislation, infrastructure investment, and tourism promotion—have contributed to improved conservation outcomes, revitalization of traditional arts, increased tourist inflows, and enhanced global visibility following UNESCO inscription in 2005 (Aremu, 2022; UNESCO, 2023). However, the study also identifies persistent challenges, including commercialization of sacred rituals, environmental pressure on the grove, and governance tensions between state agencies and traditional custodians (Adeyemi & Lawal, 2021). The paper argues that while state involvement remains indispensable for safeguarding heritage and stimulating tourism, long-term sustainability depends on participatory governance frameworks, heritage-sensitive tourism planning, and sustained conservation funding. By situating the Osun Festival within broader debates on cultural policy and sustainable tourism in Africa, the study contributes to contemporary scholarship on heritage governance and offers policy-relevant insights for managing living cultural heritage.
