Educational funding as a determinant of school development: A theoretical perspective
Abstract
Educational funding is widely acknowledged as a critical determinant of school development and overall educational effectiveness. This paper examines educational funding as a key driver of school development from a theoretical perspective. Drawing on relevant scholarly literature and established theoretical frameworks, including Human Capital Theory, Systems Theory, and Resource-Based Theory, the study explores how financial resources influence the physical, academic, administrative, and social dimensions of school development. The paper conceptually reviews educational funding in terms of its sources, allocation, and utilization, and examines school development as a holistic process encompassing infrastructure improvement, teaching and learning quality, curriculum implementation, and institutional management. The analysis highlights that adequate, equitable, and efficiently managed funding enhances teacher quality, learning resources, infrastructure provision, and administrative effectiveness, thereby promoting sustainable school development. Conversely, inadequate or poorly managed funding constrains institutional capacity, weakens educational processes, and undermines learning outcomes. The paper further identifies key challenges associated with educational funding, particularly in developing contexts, and discusses their implications for policy and practice. It concludes that educational funding should be regarded as a strategic investment rather than a recurrent cost and recommends increased, equitable, and accountable financing mechanisms to strengthen school development and educational sustainability.
