Abstract

This working paper introduces Evidence Anchoring & Institutional SDK Specification (EAISS) as an execution-layer architecture that anchors behavioral evidence units into machine-readable, version-traceable, standards-reference-compatible structures without transferring interpretive authority to the anchoring layer. EAISS defines two coupled components: (1) an Evidence Anchoring Specification (EAS) that stabilizes evidence via deterministic structure, contextual integrity preservation, identity-bound attribution, and hash-based anchoring; and (2) an Institutional SDK Layer that governs field dictionaries, mapping discipline, validation hooks, and update controls designed to prevent cross-cycle structural drift. EAISS operates strictly as a structural execution specification. It does not interpret standards, determine materiality, certify compliance, or imply endorsement by any regulatory body. Interpretive sovereignty remains fully external to EAISS and is reserved for regulators, auditors, verification bodies, and applicable legal or analytical frameworks.
