Abstract

The research provides a comprehensive analysis of the transformation of Ukraine's defense-industrial complex (DIC) enterprises into dynamic socio-technical ecosystems in response to the challenges of full-scale military aggression. It is argued that under martial law, defense enterprises shift from isolated production units to integrated elements of a national security network that requires flexible, adaptive management tools. The author identifies the fundamental characteristics of the modern DIC, including high scientific intensity, technological convergence (especially in the fields of UAVs, electronic warfare, and automated command systems), and the necessity of rigorous compliance with NATO standards (STANAG and AQAP 2000 series) to ensure international interoperability. Special attention is paid to the implementation of the Corporate Project Management System (CPMS) as a strategic tool for integrating state defense goals with limited resources. The study substantiates the synergy between operational production processes and innovative R&D projects through the lens of Agile methodologies and "Mission Command" principles. The author proposes a specialized mathematical model for managing production cooperation based on the statistical assessment of supply chain risks. Using the Laplace function and the analysis of normal distribution for random variables (such as delivery times of electronic components), the method allows for calculating the probability of project milestones' completion under conditions of high uncertainty and logistic disruptions. Furthermore, the paper examines the institutional aspects of DIC reforming, specifically the transformation of "Ukroboronprom" into the Joint-Stock Company "Ukrainian Defense Industry". The classification of industrial integration types is provided, including vertical and horizontal concerns, conglomerates, and innovative clusters like Brave1. The research highlights the role of strategic alliances with global defense leaders (e.g., Rheinmetall, BAE Systems) as a key factor for the digital transformation and "green" modernization of the industry. The study concludes that the effectiveness of the DIC depends on the balance between state control, corporate transparency, and the introduction of advanced IT solutions such as ERP and PLM systems for real-time monitoring of the state defense order execution.
