The problem field of christian communication in the context of public administration
Abstract
The current stage of the Ukrainian state's development is characterised by the search for national identity and by spiritual, cultural-historical, and socialinstitutional changes in the life of religious organisations, which significantly affect new scientific approaches to public administration in the areas of religion, confession, and freedom of speech. The growth of the significant role of Ukrainian Christian churches and theological science, the activation of the spiritual and educational mission of Christianity, and the social service of church communities and civil society lead to the transformation of managerial ideas about religion, the spiritual values of Christianity, and the history of the church.Bishop Viktor Bed notes: "One of the most acute strategic mistakes of the Ukrainian state was ignoring the importance of the church issue as a component of national security, spiritual identity and geopolitical independence of the nation" [3, p. 7].Public administration specialists, guided by the Constitution and laws of Ukraine, resolutions of the Verkhovna Rada of Ukraine, decrees of the President of Ukraine, acts of the Cabinet of Ministers of Ukraine and other state documents, study topical issues of the functioning of religion and Christianity, related to the formation and implementation of the state social and humanitarian policy of the Ukrainian state in the field of state-confessional relations and ensuring freedom of conscience [4].24 In such a state-administrative context, Christian communication acquires particular importance, reshaping attitudes toward religion in modern Ukrainian society and strengthening the interaction among the state, church, and civil society.Christian communication from church sermons, worship, and spiritual instruction for parishioners is transformed into a strategic resource for the spiritual development of civil society, thereby determining the ability of religious organisations to remain active in the modern global world. The relevance of studying the problem field of Christian communication in the context of public administration is due to the need for theoretical understanding of the main spiritual ideas of Christian theology (social teaching, political theology), which relate to critical issues of political science, public administration, democratic processes, development of civil society, as well as the formation of scientifically based approaches to the urgent problems of state-confessional relations in Ukraine [7-8].Leading Christian theologians, religious philosophers, and scholars in other humanistic fields are deeply engaged in issues of political and public theology, cooperation between modern educational institutions and church structures, and the cultivation of dialogue between religion and science, as well as between Christian faith and the intellectual search for spiritual ideas in contemporary science. To support a relevant and comprehensive vision of state and administrative problems in the field of religion, confession, freedom of speech, conscience, democracy, promotion of religious, intercultural dialogue, taking into account the cultural diversity of Ukraine, as well as the establishment of constructive cooperation between the church, the state and civil society, it is necessary to comprehend essential issues of Christian theology and the doctrine of the church in the paradigm of public administration [1-2].Denys Martyshyn and Yuriy Kalnysh write: "Modern approaches to Christian theology are based on interdisciplinary connections that combine public, political theology, social teaching of the church, political science and public administration, as well as strategic communications of modern Christian churches. In their works, 25 scholars argue that the introduction of innovations into the system of Christian communication increases the institutional capacity of religious communities, ensures transparency of public administration in state-church relations and contributes to the achievement of the spiritual goals of the Christian mission" [9, p. 761].The social service and spiritual and educational missions of monasteries, religious brotherhoods, missionary societies (missions), and spiritual (religious) educational institutions involve the study of the basic principles of Christian communication [5, p. 49-50].Theoretical and analytical substantiation of the role of Christian churches in the transformation of public administration, as well as identification of the main directions of their missionary influence on the change of worldview paradigms and mechanisms of interaction between the state, church and civil society, provides an opportunity to reveal not only the evolution of Christian theology, but also the spiritual, ethical, value-based transformational potential of Christianity and to determine the positive role of Christian communication in the transformation of civil society. There is no doubt in the statement of scientists that "the effectiveness of communication technologies depends on the quality of communication policy, the professionalism of managers and adherence to the principles of ethics and responsibility in public communication" [6, p. 298].Myroslav Wolf and Matthew Croasmun emphasise: "In our opinion, the goal of theology is to recognise, define and promote the ideas of a life of prosperity in the light of God's self-revelation in Jesus Christ" [10, p. 21].Thus, Christian communication is of great importance in the transformation of core ideas in public administration within the context of globalisation. The Church goes beyond the purely ecclesiastical sermon of the temple service and addresses the deeper issues of the development of politics and society. In the sphere of communication, the Church consistently preaches the primacy of spiritual values over material ones, emphasising humanism, freedom, and human 2.
