Prevention of corruption in entrepreneurship and economic activities by minimizing regulatory and legal risks
Abstract
This article discusses the issue of corruption in entrepreneurship and economic activities, with a focus on minimizing regulatory and legal risks as a key method of combating corruption. In the context of global economic changes and crises, corruption remains one of the most serious threats to business, affecting its competitiveness and investment attractiveness. One of the key factors contributing to corruption risks is the complexity and confusion of legislative and regulatory norms, as well as excessive administrative pressure from government authorities. The author emphasizes the importance of effective government regulation, which can significantly reduce corruption risks and improve the business climate. In particular, simplifying legislation, increasing the transparency of regulatory processes, and introducing digital technologies in public services can greatly reduce the opportunities for corrupt practices. The article analyzes the current problems in the legislative and legal systems that contribute to corruption and proposes solutions through improvements in legal regulation and the elimination of unnecessary barriers to business. Special attention is given to the role of government control and supervision of entrepreneurial activities. The author highlights that excessive increases in fines and other administrative sanctions, without proper consideration of fairness and proportionality, create additional opportunities for corrupt pressure on businesses. In times of economic crisis, when businesses are vulnerable, such measures can lead to significant socio-economic consequences. Furthermore, examples of effective anti-corruption practices and mechanisms, such as the "regulatory guillotine," the digitalization of public services, and the creation of independent anti-corruption institutions, are discussed. The article also emphasizes the need for collaboration between government bodies, business communities, and the scientific community to develop comprehensive solutions for minimizing corruption risks. The author concludes that the creation of a more effective and transparent legal system, aimed at reducing corruption risks, is not only a task for the state but also a crucial element in the successful development of entrepreneurship during a crisis.
